The Autopac Review Commission was charged with the investigation of Manitoba Public Insurance Corporation policies and practices.

Administrative History 

The Autopac Review Commission, headed by Judge Robert Kopstein, conducted research to ensure that the Manitoba Public Insurance Corporation (MPIC) was providing low-cost, high-quality insurance to Manitobans. In addition to conducting back ground research, and investigating the practices in other provinces, this Commission solicted the views of Manitobans to assess their concerns. Informal public meetings were held across the province to gather public views on MPIC weakness and to offer possible solutions for improvement.

The Autopac Review Commission focused on ways to reduce Autopac costs, while at the same time ensuring fair and equitable rates. Among the recommendations made by Judge Kopstein were: the adoption of no-fault accident benefits as a means of cost redution and benefit improvement, the need to assert a corporate identification, and improvement to the rate-making ability of MPIC.
