Administrative History |
The Municipal Board is an independent quasi-judicial body which is responsible for reviewing all municipal borrowing and hearing assessment appeals and objections to zoning and subdivisions as well as other matters as defined by The Municipal Board Act, The Municipal Assessment Act, The Planning Act and other relevant legislation. The Municipal Board reviews all proposed borrowing by municipalities and issues orders either approving, rejecting or varying the borrowing by-law. The Municipal Board also functions as an appeal tribunal for assessment appeals from a Board of Revision decision, as provided for in The Municipal Assessment Act. The board also hears objections to a zoning by-law or a proposed subdivision, as provided for in The Planning Act. The Municipal Board is also responsible for a number of other matters including the formation or dissolution of a municipality; amalgamations or annexations; the formation of a local urban district; the establishment or changing of ward boundaries; hearing and determining disputes between municipalities with respect to municipal roads, bridges or drains; approving by-laws establishing regional or municipal libraries; building restriction caveats; and plan cancellations. When it was established in 1959, the Municipal Board was also responsible for supervising municipalities which were in financial difficulties. In 1960 eight municipalities were under the financial jurisdiction of the Municipal Board. Since the 1980s the majority of the Municipal Board's activities have been directed towards assessment appeals. Municipal Board members are appointed by Order-in-Council. |
